Rich Nations Fossil Fuel Export Funding Dwarfs Green Spend

Rich nations provided around five times as much in export subsidies for fossil-fuel technology as for renewable energy over a decade, according to OECD data seen by Reuters.

One, dated 4 March, when the OECD held closed-door talks on the issue, shows OECD governments provided preferential loans and state-backed guarantees worth 36.8 billion between 2003 and 2013 for exporting fossil fuel power-generation technology, including almost 14 billion for coal.

A document from October 2014 shows another 52.6 billion in export credits was allocated for the extraction of fossil fuels, including coal, taking the fossil fuel total to 89.4 billion.

Export credits for technology for renewable energy, which has no extraction costs, were 16.7 billion.

An OECD spokesman said he could not comment on documents marked confidential. But the documents themselves say the data should be public.

"There would seem to be a pressing need to issue coherent, complete and accurate figures on official export credit support that is relevant to climate change issues," the 4 March document says.

EU officials, speaking on condition of anonymity, said the March talks made little progress and the issue would be raised again at OECD level in June.

The OECD has said it wants a decision on how export credits can help tackle climate change in time for the UN summit that begins on 30 November in Paris.

A debate within the EU, which accounts for two thirds of OECD nations, is deadlocked because Poland has blocked as too ambitious a compromise to allow export funding for only the most efficient coal technology, the EU officials said. Britain and France objected, saying the compromise was not ambitious enough.

Germany, the biggest EU user of export credits both for coal and renewables, the data shows, is planning measures to make operators of coal plants, such as RWE, curb production at their oldest and most-polluting power stations as part of efforts to achieve climate targets.

A letter to the European Commission from industry associations, the European Power Plant Suppliers Association, EU Turbines and Germany's VDMA, said halting coal export credits would lock developing nations into less-efficient technology and curtail European industry's competitiveness.

Environment campaigners dismiss those arguments.

Sebastien Godinot, an economist at WWF, said the industry had "failed to bring any concrete evidence that the OECD export finance policy drives more efficient technology".

I have dedicated the better half of my career to protecting our global environment and to the extent that I have been successful, I consider that my legacy. We Delawareans can take pride in the contribution we have made, such as the law to protect Delaware's coastal areas from destructive impacts of heavy industrialization and offshore loading facilities. We fought off the naysayers then and made a commitment to protect our natural heritage for future generations, and have reaped the benefits ever since.

The decisions you four agencies now make in shaping Delaware's energy future will be part of your legacy, and Delaware's legacy. Now is the time for Delaware to face up to the serious threat of global warming by embracing a form of electric generation that does not use the fossil fuels that cause it. You have the opportunity to make Delaware the first state in the nation to generate clean energy from an offshore wind park.

The wind is a free fuel - it transports itself - it doesn't cause global warming - it does not, like the fossil fuels, emit effluents that poison us - it promises electricity at a stable price - it will not be subject to the carbon tax that will very likely and appropriately be applied to fossil fuels - and the technology for using the wind has been well established.

So, why not use it? The large investment in building and installing the wind turbines and transmission lines is high, and will result in a small premium for the electricity produced. The consultant's report estimates about 1.60 per week for an average size house, the price of one half-gallon of gasoline. When a carbon tax is eventually applied to fossil fuels, the premium for wind will be much lower.

You four state agencies earlier blessed the Bluewater Wind proposal and asked Delmarva to negotiate with them. These negotiations have been less than successful. Delmarva Power has wildly exaggerated the premium for wind. It showed that emissions of greenhouse gasses worldwide was increasing faster than predicted, and making global warming more dangerous than the worst case previously envisioned. The U.N. Secretary General, in releasing the report said, "Climate change is the defining challenge of our age," and called upon the United States to "play a more constructive role." You and I need to take this problem more seriously.

The Nobel Peace Prize Committee showed their concern recently by awarding their Peace Prize to the U.N. panel and to Al Gore for their work in enlightening the world to the threat of climate change. Our own University of Delaware Professor John Byrne is a prominent member of that panel. We can now recognize him as a Nobel Laureate.

More and more countries, states, cities, corporations, churches, and synagogues are becoming involved. The news media have made it a prime subject. The New York Times on Nov. 7 of this year had a twelve-page Special Section on the "Business of Green." Absent significant action by the Bush Administration, state governors are taking over creating regional agreements to cap greenhouse gas emissions. Governor Brian Schweitzer of Montana told a group of Midwestern governors that dealing with global warming was the greatest imperative of this and future generations. "We need to find a sustainable, renewable American supply," he said.

President Harker of University of Delaware is working to establish a new Institute of Alternative Energy to develop renewable energy sources and reduce dependence on fossil fuels. The courts are getting into the action. The Ninth Circuit Court of Appeals just rejected fuel standards established by the Bush Administration, telling them to produce new rules taking into account the value of reducing greenhouse gas emissions.

Clearly a powerful force is building to do something about global warming. We Delawareans have an opportunity to do so by building an offshore wind energy park.

The selection between NRG (coal), Bluewater Wind and Conectiv (natural gas) bids for Delaware's future electricity generation will take place imminently. Sissener is the Director of Development for NRG Energy. IF it were possible to sequester the CO2, NRG states it would only do so if required, AND if the costs were borne by the ratepayer. The costs have been estimated to be many billions of dollars. Very Expensive. Now imagine the cost to Delaware of Global Climate Change. There is an overabundance of good science that stresses the urgent need for us to stop these greenhouse emissions and this is an opportunity to do so. Wind power is the way.

In terms of other environmental impacts, coal extraction is devastating mountaintops, leaving vast amounts of our landscape raped and damaged. Wastes are dumped into valleys and streams. Underground mining is a deadly occupation. Coal dust from the transport and subsequent storage of coal, adds particulate matter to our air. This causes major respiratory health problems for the citizens of Delaware. This is unacceptable. Even with the new IGCC technology proposed, the NRG facility will still have vastly greater air emissions than an equivalent amount of wind energy, which has NO emissions.

Conectiv's Natural Gas bid is also very problematic when compared with wind energy. Natural gas is a fossil fuel and therefore it is polluting. There is also the issue of national security as we get much of our gas from the same countries that are a potential threat to our nation. The price of natural gas as well as coal fluctuates, unlike wind.

A robust investment in wind power would make Delaware a fine model for the rest of the country to emulate, along with other environmentally conscious states who realize we have no time to waste and NOW is the time. It is time for clean, renewable, non-carbon based energy.

They should take a long-term view of cost-effectiveness, considering not only today's business environment but also the business environment in which these facilities will operate during their entire functioning life."

Wind is here, it is free from Nature, and we can "harness" it now. We need to increase our energy efficiency and simultaneously make the transition from fossil fuels to clean, renewables. Now is our opportunity. It's the right thing to do, it's the smart thing to do; it's the economical thing to do; it's the moral thing to do.

Now in its fifth year, privately owned PowerSmart is one of the largest solar power companies in New Zealand - no small feat for a team who started with nothing, says director Mike Bassett-Smith.

"The most challenging aspect for us was trying to get up and going. It's quite a capital-intensive business and we really started with nothing and no backing.

"We've put all our own money where our mouth is," he says.

Easily the highlight of the company's history so far has been the Tokelau Renewable Energy Project. Completed late last year, the $7.5 million New Zealand aid-funded project involved PowerSmart installing solar power systems on three atolls, allowing Tokelau to become the first country to meet its climate change obligations 100 per cent.

In the past, Tokelau had consumed about 800 litres of fuel a day (costing roughly 15 per cent of its budget), but the island nation is now completely solar powered.

For PowerSmart, the project helped win the clean-tech and sustainability section of the New Zealand Innovators awards last year.

Despite the scale of the project, Bassett-Smith says the company is hoping to repeat it, and if possible go even bigger for its next venture.

Bassett-Smith cites company culture as being vital to PowerSmart's success. Despite the table-tennis table, dartboard, coffee machine and hammock for midday naps, he insists the team - which includes a Bernese mountain dog as morale and wellness officer - is incredibly hard-working.

"We are results-focused and very close as a team. For us it is all about our core values and in everything we do we try to align ourselves with those values by asking ourselves, why are we doing this project? And through all the business decisions we make."

PowerSmart's system is based on an inclusive model where the company provides, installs and maintains the solar power system all the way through the process.

"For us, once a customer signs up, we represent them entirely whether they have been with us for five years or one day."

While the company has been working in other areas of the Pacific such as Samoa and Fiji, as well as Costa Rica and the Philippines, Bassett-Smith notes that its main focus is still on New Zealand.

He says its latest project, which focuses on storing solar energy, could provide a pathway for consumers to take complete control of their electricity costs.

PowerSmart is now working on a scheme which will help New Zealand schools become solar powered - a goal which Bassett-Smith says fits the company's values to a T.
